Add a comment to the discussion page for an article. Simply click the "discussion" tab at the top of any page, and add your comment.

On discussion pages (unlike main article pages), it's customary to leave your "signature", so people know who made the comment. You can leave your signature by clicking the "signature" button in the wiki editing box (it's the second button from the right), or by typing two dashes followed by four tilde signs, like this: <nowiki>--~~~~</nowiki>.
