While INTERPOL does not ordinarily comment on a member country's request for the issue of Red Notices for internationally wanted persons, in light of public comments made by authorities in Belarus and of inaccurate reports in the media, INTERPOL's General Secretariat is releasing the following statement:
 
  
The INTERPOL General Secretariat headquarters in Lyon, France, on 2 September 2013 received a message from Belarusian authorities requesting that a Red Notice be issued for Russian national [http://www.interpol.int/en/News-and-media/News/2013/PR106/ Suleyman Kerimov]. In a separate request on 26 August 2013, the INTERPOL General Secretariat received an earlier request from Belarus requesting that Red Notices be issued against four other individuals linked to the same case.
 
 
In light of the content of these requests and in accordance with INTERPOL's rules and regulations, these Red Notice requests are currently under review at INTERPOL's General Secretariat and by the independent Commission for the Control of INTERPOL's Files in order to determine whether they conform with its Constitution and specifically with Article 3 which strictly prohibits the Organization from making ‘any intervention or activities of a political, military, religious or racial character'.
 
 
To make the public record perfectly clear and accurate, no Red Notices tied to any of these requests have been published to date.
 
 
Until INTERPOL's thorough review is complete, it would be inappropriate for INTERPOL's General Secretariat to comment further on these cases, or for the media to further speculate on this matter based on comments made by any entity other than INTERPOL or its Commission for the Control of INTERPOL's Files.
