After briefly reading up on this, it's unclear to me what the difference is- I use the img_alt to get the image caption when hovering the cursor over the image, and it seemed from the info I read that the tooltip entry would do basically the same thing. I notice (with my browser, at least) that I can leave the tooltip line empty and the img_alt text will appear when hovering. And the tooltip is supposed to provide additional information about an element, for any type of user.
