Degreeing a cam

i need some help guys i have a 83 olds cutlass with a 403 its supposed to be rebuilt an ovr 0.25 700turboHD 1500 stall rebuild shift kit it ran ok when i droped it in i could lay enough rubber u could scoop it with a shevel i just put a holley 650 carb performer RPM intake double roller chain elder brock cam/lifters .....now it runs like crap if i advance it way up it has a lil power still less than b4 and the RPMS are up to 3grand ....my friend said i might have flatten the cam it took a few minutes to get it started is this true and what can i do
